  • Refine panel visibility and CPU sampling
    This change centralizes panel visibility in ApplyLayout and removes redundant per-frame show/hide logic. It also tightens sampling behavior by caching recent CPU values, reducing query frequency, and avoiding rolling-window trimming outside active logging. The result is less UI churn and more stable metric updates when panels or logging are disabled.
