I added this in anticipation of wanting to use it, but that hasn't transpired... and we're seeing flaky tests. Removing for now. Closes grpc#40933 COPYBARA_INTEGRATE_REVIEW=grpc#40933 from ctiller:tdigest-- ba911bf PiperOrigin-RevId: 858731635
