Visibility options & additional information

This release bringt two new features:

• An option page to define which fields should only be visible for election profiles
• A new field section to add additional information

Minor changes:

• Empty lines in mandates and memberships description are skiped now.
• The smartspider now contains the link to the smartvote profile.
