v0.28.2をリリースする
issue-deck側の改善は、各リポジトリの参照タグを上げるまで反映されない。 uses: と prompts-ref は必ず同じ値にする（片方だけ上げると新しいワークフローで 古いプロンプトが使われる）。 Co-authored-by: Claude Code <claude-code@example.com>

リリースする内容は
release-main/v0.28.3（7da06feb1a042e46b87f637d21b7a33bb222f23a）で凍結しています。このPRを作った後にdevelopへ入った変更は、このリリースには含まれず次のリリースへ回ります（#2117）。対象プルリクエスト

注意点
.github/workflows/release-develop-to-main.yml、デプロイのたびにVPSの.envが上書きされ、手作業で追記したトークンが消える #55）release-main/v0.28.3を直接直さないでください。 自動修復（claude-pr-repair.yml）は修正をdevelop向けPRとして出します。developへ取り込んだうえで、このPRをcloseしてリリースを起動し直すと、直した内容で凍結され直します
