feat(hooks): add omp status plugin

Add status hooks for omp (oh-my-pi) through a shared plugin module that
OpenCode now uses as well. The CLI routes both agents through plugin.rs,
and sh hooks can wait for delivery so frames arrive in order. Bump the
CLI to 0.32.0.
