1.23.0 — Stable minor: full session-close English coverage

🛡️ Stable release. Bundles patches 1.22.1 (Phase 4) + 1.22.2 (Phase 5). With this release the entire core session lifecycle is English-capable: init banner → handoff headline → verify-claim → session close.

Highlights (UR-0010 CLI English)

• Phase 4 — session close always-shown report: completion-honesty / close-security advisories, no-active-rules, Required final-response sections, integrated report (user requests · pre-wake · idempotency · shell failures).
• Phase 5 — --suggest block (next-round suggestions, skill candidates, drift status, most-used commands, MCP / skill-query stats), progress summary (archive · milestone · auto-retro · workspace peers), ops auto-cleanup (release cleanup · encoding BOM).
• Korean-first preserved — English is opt-in via --language en / LEERNESS_LANG=en / an English-initialized project. Without the flag, output stays Korean.

Verification (zero regression)

• selftest 240/240 · E2E 365/365 (Korean-default path unchanged) · post-publish clean-room re-verification.
