  • A release that only fixes things takes no README read (#410, the CEO's decision). §3: when
    the README is unchanged since the last tag, and the CHANGELOG entry adds no rule and nothing a
    user notices, the CTO says so on the plan issue in one line and tags the release. The install
    still waits for the CEO's yes.
  • Upgrading from v59: restart the three sessions, as /squad-upgrade asks, since §3 changes.
    Nothing else.
