so server mode can not be connected unless new database is created

but in meanwhile, new database will not be created until client connection is connected

that makes impossible to really use the server mode of h2database

On the other hand you should avoid database creation over TCP if possible, especially when remote access is enabled.

I don't understand why I should avoid database creation over TCP

Because you create a remote hole in your system, anyone who is able to connect to your port can execute any code on your system with the same access as you.

Console tool (java -jar h2*.jar) does not have -ifNotExists option, only standalone servers have. But it has a context menu on its icon in the system tray, you can use it to create a new database. Because you use -tcpAllowOthers it's highly recommended to set a strong password for it during its creation.

So if it's a brand new base dir , and I need to add a new database ,before I start tcp server ?

You can launch the Console tool with all necessary servers, use context menu of its tray icon to create a new database, and connect to it from your remote application. There is no need to restart the Console with its servers.

In theory the Shell tool can do that, but that is not very user friendly,

Shell tool is not as bad and of course it can create a new local database.

You can create a database with empty password if you wish. But you shouldn't enable remote access to such databases.
