Create Vercel account under Hack for LA org Gmail and link VRMS repo

Overview

A Vercel account needs to be created under the Hack for LA organization Gmail so the VRMS repo can be linked for automatic preview deployments on PRs.

Dependencies

• Blocks: Add Vercel preview deployments for faster PR feedback #2145 — Config changes can't take effect until the account exists and repo is linked
• Parent epic: Epic: Vercel preview deployments for frontend PRs #2146

Action Items

• Create a Vercel account at vercel.com using the Hack for LA org Gmail
• Link the hackforla/VRMS GitHub repository to the Vercel project
• Set the root directory to client/ and the framework preset to Create React App
• Verify a test deployment builds and serves the frontend successfully
