Remove trailing '?' on path `/toolkit/`

Overview

We need to remove the default trailing '?' at the end of the /toolkit/ path so that anchor links will work on the page.

Action Items

• Find out why the Toolkit page URL is /toolkit/? instead of /toolkit/ by default
• Make the necessary code changes
• Test filtering functionality
  • Does filtering work?
  • Is there a '?' at the beginning of the filters in URL when at at least on filter is checked?
  • Are filters added to the URL when checked?
  • Are filters removed from the URL when unchecked?
  • After checking a filter then unchecking it, does the '?' once again disappear?
• There should be no visual changes to the website except the URL.
• Release dependency on Add hash URL navigation on /toolkit/ page #7668
