Formalizes a first-class execution state model (ORIENT→INVESTIGATE→PLAN→MUTATE→
VERIFY→DIAGNOSE→COMPLETE) and a versioned canonical runtime event protocol, and
projects existing session transcript records onto additive runtime envelopes
without changing or removing any legacy field. Adds structured evidence
contracts (changed files, verification, digests, unverified assumptions) plus
verification obligations and recovery transitions on state changes. A stuck
hand-off is no longer misprojected as a completion claim.
