Ensemble Statistics

Added ellipse_params_uv_stat, and ens_ellipse_overlap_coefficient_pdf_dic.

ellipse_params_uv_stat aids basic functionality.

ens_ellipse_overlap_coefficient_pdf_dic applies the method to an ensemble, to show how much agreement there is across an ensemble.
