Adds the generated FirstDayChecklist output, makes OnboardingReport produce the checklist automatically, and tightens ReleaseAudit so releases fail when reusable files have uncommitted changes. Local release suite passed: Validate, TestFixtures, CatalogReview, and ReleaseAudit.
