v0.19.1 — packaging: fresh install can init

Fixed — a fresh npm install -g multis can now run multis init

The published package was missing the default-config template it copies on first run. .npmignore excluded .multis-template/, but multis init reads config.json, governance.json, and tools.json from that directory to seed ~/.multis/ — so a brand-new global install failed with ENOENT at first launch.

The template now ships in the tarball (55 files, up from 52). Pre-existing since the first publish, not a 0.19.0 regression; existing installs were unaffected. Packaging manifest only — no code change. Suite 564/564 green.
