AILIS v1.4.0 RC2 — clean-install cloud relay

This prerelease is intended for testing on a completely clean Windows laptop.

• New installs default to AILIS Cloud and no longer require users to create or enter an LLM API key.
• Persona orchestration, persistent memory, TaskAgent, approvals, and computer/file tools remain local. Only model-facing inference payloads are relayed through the AILIS server.
• Server credentials are never bundled in the installer; the desktop obtains a short-lived signed session at runtime.
• Custom cloud providers, Ollama, and local/LAN vLLM remain available as optional alternatives.
• Added per-session, per-client, and global relay limits plus server-owned model/credential enforcement.
• Verified real public JSON and streaming relay, including incremental output and native tool-call compatibility.
• Core package remains lightweight: no local model, Python runtime, ASR, CosyVoice model, or Web Runtime pack is embedded.

Validation: 124 relevant Node tests + 2 relay-limit tests passed; Vite production build passed; release checksums were independently recomputed.

Windows code signing is not configured for this prerelease. A clean PC may show a Microsoft SmartScreen warning on first launch.
