RDLeader v0.1.0 public baseline
This is a pre-release marker for the public-safe RDLeader baseline.
It is not a production-ready HR system and not a final open-source licensing milestone. It is a reference point for the public architecture, QA evidence, runtime model, and sponsorware packaging work currently visible in the repository.

- This release is meant to make the public proof chain easier to reference, not to claim broad production readiness.
