Commentail 1.4.1 — package description correction

This documentation-only patch publishes the corrected README and installation commands on PyPI. The 1.4.0 upload retained earlier candidate wording and commands for 1.3.2. Its package version and runtime were correct; those archives remain unchanged.

Runtime files, dependencies and migrations are identical to 1.4.0. An existing 1.4.0 installation needs no additional migration or configuration change.

For a new installation, use python -m pip install commentail==1.4.1. For an upgrade from 1.3.2 or earlier, follow the 1.4.0 upgrade procedure, installing 1.4.1 in its first step. Migration 0019 and the earlier irreversible 0018 requirements still apply where relevant. Back up and rehearse the upgrade before changing a live site.
