B1: generalize amico-run into the amico CLI (verb router)

What to build

Generalize amicode/packages/amico-run into the amico CLI: a verb router (run/resolve/sandbox + spine-verb stubs + mcp-serve), keeping all existing amico-run behavior and tests green. A runnable draft scaffold exists (Aaron's machine, ~/harmoniqs/amico-cli-draft, bun test green) that names the real amico-run/src/* module each piece generalizes — the migration is a diff, not a rewrite. (Spec spec-20260708-112732 §7.3.)

Acceptance criteria

• amico <verb> dispatch routes run/resolve/sandbox verbatim to existing amico-run behavior
• spine-verb + mcp-serve seams present (stubs OK this slice)
• existing amico-run test suite stays green
