Fix: Reduce stale flag data during SSE reconnect failures

We've improved how the proxy handles temporary SSE disconnects where reconnect attempts fail for a while (T1 → T4). Previously, updates could be missed during this window, leaving flag state stale until the connection recovered. With this change, the proxy reduces the chance of stale data during reconnect failures and syncs flag state more reliably once the connection is restored.
