Harukagram 2.3.1

This patch release improves installation reliability across supported Python versions.

HarukaCrypto 2.0.6 is now installed automatically on Python 3.10 and newer, where compatible published wheels are available. Python 3.8 and 3.9 continue using Harukagram’s pyaes fallback, preventing dependency resolution failures on those interpreters.

The release also includes the Bot API 10.3 rich-message and ephemeral-message work from 2.3, including embedded rich buttons, structured rich blocks, ephemeral parameters, draft controls, reply-markup additions, and administrator welcome-message permissions.

The full GitHub Actions matrix passed on Ubuntu and macOS for Python 3.8 through 3.14.
