As of July 31, 2025 Amazon Quantum Ledger Database is no more: https://repost.aws/questions/QUaY32ffDmSoajSETUhEfbJg/why-has-aws-decided-to-abandon.

• For Terraform AWS Provider v6, deprecate the aws_qldb_ledger and aws_qldb_stream resources and aws_qldb_ledger data source.
• For Terraform AWS Provider v7, remove these resources and data source.
