Canopy v0.1.0

Initial Canopy release.

Highlights:

• Stabilized browser tests with accessible operator selection and configurable endpoints.
• Preserve CORS headers on rate-limited API responses.
• Keep the production request limit unchanged while allowing a test-only override.

Local verification: 367 backend tests passed (3 skipped); 24 browser tests passed (1 skipped); frontend unit tests and production build passed.
