Our ROCKNIX 7.1.2 kernel died a couple of seconds after reaching the root,
right when the GPU powers up. ROCKNIX has since replaced its GMU rail patch
with one that keeps those rails alive at a low level before sync_state, and
that version boots the RP6 and Thor elsewhere. Build with it (the old one is
skipped through a new PATCH_SKIP), plus the upstream fix for stale RPMh votes
after GMU suspend and two rsinput fixes (reinit after resume, don't drop UART
frames).

Images can carry it as KERNEL-own on BOOT (TEST_KERNEL_OUT) for testers to
swap in. Firmware from several kernels is now merged so the image's own
kernel wins.
