closes #2218. This pull request adds a new aggregate query for configs: configs?aggregate[config]=valueBoundaries that show the value boundaries for the configs. This can be used by the frontend to show what values are expected. these boundaries are also checked in the backend.
should handle most cases for configs, might be certain config values that are miss qualified or boundaries setup that dont make 100% sense
