Hackage bitrot watch page

It should be possible to make a report of packages that are bitrotted or in danger of becoming so.

This would be done using a number of factors, but mainly just looking at the dependency graph and seeing if it's no longer possible to build the package using "current" versions of standard dependencies.

Additionally it can be based on build reports.

Severely bitrotted packages should have their authors notified and be excluded from the main package index on the website.
