The repo carried only the ~17-line Apache boilerplate NOTICE, which is intended for source-file headers. Apache-2.0 section 4(a) requires shipping a copy of the License itself, and GitHub cannot detect the license from the notice alone. Existing copyright line preserved verbatim in the APPENDIX placeholders. Verified: 202 lines, both canonical headings, bun test 83 pass / 0 fail.
