The create button stays, and at the limit it opens an upgrade prompt for the current organization.

Members can still open the upgrade gate, but only organization owners can change the plan.

* fix(dashboard): send non-free plans to billing from the upgrade gate

A known paid plan has nothing to self-serve in the modal, so the action opens the billing page.
