PyPI 0.1.10 does not contain it: tag python-v0.1.10 points at 9af8255, the
commit before the fix, and 8b759be merged ~14.5h after 0.1.10 was published
without the version moving. Measured on the 0.1.10 tag, a downstream -32602
returned allowed=True.

This tag carries 8b759be as an ancestor. On this tree: -32602 -> allowed=False,
with the HAAP-reject and clean-success controls unchanged.
