Ships the tool-call deadline (#130, fixes #129): a tool call's reply gets its
own deadline, HAAP_SDK_TOOL_CALL_TIMEOUT_SECS (default 180 s), so a step-up
(CIBA) hold is no longer cut off at 30 s; the 30 s connect/handshake deadline is
unchanged. The Windows named pipe now enforces its timeout, and a timed-out call
closes its socket so a late reply cannot answer the next call.

Also carries the never-published 0.1.13: the Windows dial-only pipe open and
the failed-open-raises-at-connect fix (#127).
