Relax version contraint on tecnickcom/tc-lib-barcode.

Since php-code-128-encoder is using internals of the tecnickcom/tc-lib-barcode library, it makes sense to conservatively constraint the supported versions. Still, we can allow a wider range of versions instead of a single fixed one.
