This patch adds user-accessible diagnostic logging.

Added

A persistent app-network-debugger.log file with readable timestamps and
INFO, WARN, and ERROR levels.
Diagnostic events for application startup and shutdown, capture start and
stop, proxy process startup and exit, proxy stderr, storage failures, network
scan failures, file operations, and frontend errors.
A Logs button in the toolbar.
An Open logs action beside error messages.
Detection of an unclean previous application shutdown.
Automatic rotation at 5 MB while retaining one previous log.

The installers are not code-signed. Windows SmartScreen may show an
Unknown publisher warning.
