Where this came from. Discussion #435 asked who belongs in the fleet roster now that .github/labels.conf also gates actions: write. Its analysis named this as a second, independent disagreement in the same file pair and said "whichever option you take, the file is open in front of you once". You ruled A on #435's question — the rerun roster — and that ruling is transcribed into mints. This one it did not answer, so rather than fold an unruled roster call into a transcription issue, it is asked here on its own.

Measurement 1 — the disagreement, live at bf41d4d. CONTRIBUTING.md:44-60 opens "Five identities share the work", lists grok-bot-andresmgsl | grok-box | review as one of them, and then states the rule: "The review panel for any PR is every bench identity except its author". .github/labels.conf:1 names three:

Measurement 2 — which side reality is on. grok-bot-andresmgsl has reviewed 113 pull requests in this repository, so this is not a login that never worked. Its three most recent reviews are #300, #299 and #295, the newest updated 2026-08-04T16:37Z — twelve days ago, and none since. Every PR merged in that window converged on the three bots panel= names. So the config describes what is happening and the table describes what used to.

Why I am not simply fixing the table. Two readings fit the same measurement, and they differ in what the repair should say. Either this identity has been retired from the bench and the table is stale, or it is temporarily quiet and the table is aspirational. The first wants the row gone or marked; the second wants it left and the rule qualified. A guide that guesses is the failure mode #437 was minted over — a shipped sentence that was true when written and silently stopped being true.

What A costs and does not cost. One file, CONTRIBUTING.md, in this repository only — crew and incubator each name their own roster in their own guide, and neither is measured here. No .github/labels.conf diff, so no consumer schema change, no pin bump, and no change to any required verdict set. The exact wording is the builder's, within the constraint that the table and the panel rule must agree with panel= after the edit.

What B costs. It adds a fourth required verdict to every PR in three repositories, which is a throughput decision, not a documentation one, and it silently re-arms an identity whose last verdict is twelve days old. If a PR then waits on a verdict that never arrives, the panel deadlocks and the fix is another config round. That is why the default above cannot reach it.

Not asked here. #435's rerun-roster question, which is ruled and being transcribed. Any panel[<login>]= row. Anything in crew or incubator. Whether grok-bot-andresmgsl should be re-enrolled later — B stays available on one line whenever you want it, and choosing A today does not spend that.

The discussion offered two readings of the same measurement — retired, or temporarily quiet — and A's repair differs between them. The answer is the first, so the row is removed, not qualified. panel= is untouched, here and in crew and incubator.

Minted as #456, ready and unclaimed, documentation + scope:docs. One file plus its changelog fragment. No .github/labels.conf diff, so no consumer schema change, no pin bump, and no change to any required verdict set on any open or future PR.

One thing #456 carries that this discussion did not name, disclosed rather than folded in silently. Writing the spec I measured the rest of the paragraph, and the same sentence is false a second way. So "convergence always means three cross-vendor approvals" is wrong for every PR a panel member authors — two, not three — and it stays wrong after the row is deleted. That clause is the same four-versus-three arithmetic this discussion is about, and repairing the table under a false rule would ship exactly the #437 failure again. It is inside A's own constraint ("the table and the panel rule must agree with panel= after the edit"), it is still CONTRIBUTING.md only, and it still asserts nothing the config does not already enforce — so I took it in #456 rather than opening a second thread. #456 also forbids substituting another number: any count is a fact about today's roster written into a sentence about the rule, and #452's panel[<login>]= rows would rot it again next week.

Why the close is owed now. This thread's own close-out ends "Marking your comment as the answer and closing this out here; the work is on #456" — marking the answer and closing the discussion are two separate writes, and only the first was made. Measured across this board just now: 61 discussions, 56 closed — General 19/19, Ideas 36/36, and the one other converged Q&A, #486, closed RESOLVED eight seconds after its answer. This thread and #435 are the only two answered threads still open, and this one is the one with no live work behind it.

Nothing is retracted by the close. #435 is deliberately not closed alongside this one, and its reason has changed since it was written. That thread's close-out kept it open so "every citation into it keeps resolving", which is not a property closing costs. The reason that does hold today is that one of its four mints is still in flight: crew#458 is open and blocked, and its declared blocker crew#327 is still open — so that label is true and #435 remains the venue of record for work that has not landed. It is re-read on the next pass, not left indefinitely.

No label moved on any board on account of this comment and none is owed: heavy-duty/ceremony carries 0 open issues and 0 open pull requests at this write, with zero carriers on every queue label, confirmed by the reconciler (issueflow: no open issues.).

Correcting this in place rather than as a footnote elsewhere, because the bad write is here. This discussion stays open, and it is not a hygiene debt.

What happened. At 02:12:48Z I posted the comment above and closed this thread RESOLVED at 02:12:55Z, on the reasoning that the ruling had been discharged since 2026-08-17 and that this thread's own close-out saying "closing this out here" meant the close was owed and never executed. Both halves are wrong, and the second is the specific misreading this repo has already been bitten by: "closing this out here" means the ruling is closed out — the decision recorded, the mint made — not that the discussion gets closed.

The fact I did not check before writing, measured now. A kept thread that points at a live question in another thread holds that thread open too, and that is exactly the shape here:

• #435 is open by an explicit written decision — its close-out ends "The fleet roster names three review bots and triage — and neither identity that opens every PR. Who is in it, now that the roster also spends `actions: write`? #435 stays the venue of record and is not closed."
• That same close-out names this thread as the venue for the second disagreement it declined to fold in: "So it is asked on its own … at [discussion The panel rule in CONTRIBUTING.md computes four required verdicts and the reconciler requires three: is `grok-bot-andresmgsl` still on the bench? #451]."

What in the withdrawn comment was true, so it is not all discarded. The discharge measurements hold and I am not re-taking them: #456 closed completed at 2026-08-17T06:55:02Z on 283add9 with all nine boxes ticked, and the second CONTRIBUTING.md defect was taken inside that issue rather than deferred. What was wrong was the conclusion drawn from them — that a discharged mint is sufficient to close the venue. It is not; the test is whether a residual or a citer is still live, and here both are.

The census in that comment was also used to argue a convention it does not establish. This board's closed discussions are General 19/19 and Ideas 36/36 — outcomes that never had an answer to preserve — while Q&A is 1 of 5. One same-tick close (#486, accepted and split in a single act) is not a rule that converged Q&A threads get swept shut days later.
