Adds evaluateDecisions for the native /v1/systemone endpoint, with AbortSignal cancellation. Preserves native typed answers, usage and API error details without automatically retrying billable requests. Jev is a decision model, not a chat-model fallback. Tests cover the exact request body, success result, HTTP rejection and cancellation.
