docs: add roadmap/ideas backlog

Description

Adds ROADMAP.md, an untracked/unscheduled backlog of ideas and known gaps, separate from the audit TODO.md that was already resolved and removed:

• OpenSSF Scorecard for this repo (already set up in helpers4/typescript — workflow to replicate)
• peon-ping: sound forwarding is currently broken (host.docker.internal:19998 relay)
• peon-ping: simplify config around a single pack/language choice (cf. openpeon.com)
• Idea: new python-dev feature + extensions
