Update deps + getDocumentFromReactComponent

This update removes PropTypes as a dependency and adjusts dependency versions to
use exact numbers, instead of ^.

It also updates the getDocumentFromReactComponent util to use the one provided
by react-utils, which has the latest support for React 16.6+
