Add seed-switch

This update adds seed-switch into the Seed monorepo. The project was added via lerna import, which imports the project's Git history.

Minor updates were also made to the update.js build script, mainly to remove devDependencies from the seed packages. The reason for this is that any dev based tasks are now handled by the root monorepo project.
