Refactor Cache Interfaces and Implementations

- Modified Apc, File, Memcached, Memory, and Redis cache implementations to align with the new interface definitions.

- Improved handling of time-to-live (TTL) values, allowing for both integer and DateInterval types.
- Removed unnecessary docblocks and streamlined code for better readability and maintainability.
- Updated Singleton trait to use `new static()` for instance creation, ensuring proper subclassing behavior.
