feat: update versions of http-call, heroku-cli/command, and ps-exec

Updates the CLI to use updated versions of http-call (now @heroku/http-call), @heroku-cli/command, and @heroku-cli/plugin-ps-exec. This will potentially fix issues we have seen with the following commands:

• pg:copy
• container:release
• ps:exec
• ps:forward
• ps:copy
• ps:socks

Testing

• The ps commands are the only ones we can currently manually test and these have been tested as part of the PRs on
• the heroku-ps-exec repo.
  • Fixing bug with other 'ps' commands besides 'ps:exec' heroku-ps-exec#51
  • fix: update @heroku-cli/heroku-exec-util to v0.9.1 heroku-ps-exec#52
