Please reopen or resubmit against current main if the need is still concrete.

The manifest changed because skills/hyperframes-registry/references/contributing.md is part of the published skill content. The repository pre-commit hook regenerates skills-manifest.json, and CI checks that its per-skill hash matches skills/. I refreshed this PR onto current main and regenerated the manifest with bun packages/cli/scripts/gen-skills-manifest.ts; the manifest check and formatting now pass.
