Improved block service to recognize hierarchy defined through Reference and TemplateRoot properties. Hopefully this recognizes the handful of thruster variants that were not being recognized.

Check out the Info.yaml file to configure the location of the BlockConfig.ecf file (just needs the Content\Configuration path) and other configurable properties.
