Implement edge cache for feed

This modification to the API allows for quantizing max timestamp to conseil request, which makes a certain feed given such a 1 minute quantized timestamp act in an immutable way, this is good because if someone mints before fetching offset 1 we get duplicate items, also we are able to set cache headers.
Because there is cloudflare we then hit edge cache so we get only one request per minute.
This works perfectly because Tezos has ~1 minute block time
