feat(runtime): publish UI packages to S3

Summary

• fetch built Wasm from the deployment dev service with the internal daemon token
• upload content-addressed UI packages directly from Druid CLI to S3
• keep S3 credentials only on the Druid CLI runtime

Validation

• GOCACHE=/private/tmp/druid-cli-go-build go test ./apps/druid/adapters/cli/client ./internal/runtime/kubernetes ./internal/uipackage
