Fixed

  • Hub-side plumbing for a spoke-reported lane-scoped queue depth: the hub's agents-inactive idle rule now prefers laneQueuedWork over the hive-wide backlog when a spoke reports it, preventing an intentionally idle lane from being flagged when other lanes have work. Spokes do not yet report it (follow-up #12876), so the alert only narrows once the producer lands (#12866).
  • Preserve a settled requires_human verdict while a replacement review of the same head and PR body is incomplete, preventing partial report refreshes from reopening the decision as review-pending (#12878).
  • Completes the #12899 follow-through for contributor PRs (#12897): the review_fix_withheld audit entry now records the actual review.fix_human_prs value instead of a hard-coded false, and the review-thread kick no longer tells the agent to check out, commit to, or push a human-opened PR's branch with that setting on — it replies with a suggestion instead. The propose-only review prompt, operator docs, dashboard help text and config comments are reworded to match.
