Fixed

  • Review aggregation: a partial (incomplete) re-review no longer displaces a prior changes_requested or reject aggregate for the same repo/number/head/body-digest, extending the requires_human retention from #12909. PRs mid fix-cycle stay on the fix path instead of being sent back to re-ask missing perspectives, and the original RecordedAt is preserved. Fixes #12911.
