Updated chart-library repository reference to use the OCI endpoint.
With this new release chart-function will now also be using an OCI endpoint, and available at oci://hmctspublic.azurecr.io/helm.

Updated triggerPodIdentityProvider to "azure-workload" from "azure"

Guidance

All charts that currently depend on chart-function will need updating when consuming this release to use the new OCI endpoint.

This is the new OCI endpoint to use going forward.
