Updated chart-library repository reference to use the OCI endpoint.
With this new release chart-postgresql will now also be using an OCI endpoint, and available at oci://hmctspublic.azurecr.io/helm.

Guidance

All charts that currently depend on chart-postgresql will need updating when consuming this release to use the new OCI endpoint.
