Release v0.0.10

Before upgrading: a [[tap.table]] now takes path, a path under a [[mount]], in place of url. A deployment that publishes TAP tables will not start until its config is changed, and the catalog has to be reachable through a mount — which is also what lets a published catalog sit behind a credential, the mount carrying it.
