Matter devices offline after system reboot

Describe the issue you are experiencing

After each reboot of my Home Assistant, my matter devices are offline.
Matter-over-Wifi and Matter-over-Thread devices are both affected.
I have to click on each device to push the mDNS discovery to connect the devices.

Steps to reproduce the issue

1. Full reboot of Home Assistant (Settings/System/System reboot)
2. Wait till systems is back
3. Matter devices are offline (Displayed offline in Matter server and devices are not available in HA)
4. Click on device (Settings/Devices/affected Matter device)
5. Matter server starts mDNS discovery

Just to chime in on this, I was able to restore my 8.1.1 backup of the Matter server addon from a manual backup I had done from the 2025.10.1 build I had, upon doing so all my devices returned function. So if you have a previous manual backup I suggest to just restore the addon from it to overwrite it on the current build install of HA.

I removed and added the nodes back, it seems to be stable for me, even after multiple reboot and upgrades of Home Assistant.

Interestingly the Shelly 2P Gen4 device which were impacted were previously showing "enrolled in two fabrics" while they now only show "enrolled in one fabric".

For me the issue appeared after a "hard" restart of the virtual machine running home assistant os by basically cutting the power.

Interesting, I had a couple of power outages a couple of months back, maybe it's related. I will recheck that after the next power outage.

For me the problem was around mDNS. As my homeassistant and matter devices are in different VLANs, adding _matter._tcp.local service to the mDNS repeater of my router solved the problem with "offline" devices after the reboot. Otherwise it seems that one doesn't need the mDNS for adding the devices but on matter server reboot it becomes a problem.

Issue is still not solved. mDNS is maybe not the problem, I use also Matter-over-Thread devices and my Matter-over-Wifi are in the same VLAN.

I had the issue twice in 4 months, although I did almost every single home assistant core and home assistant OS upgrade since then (except the .0 releases). I have set up an automation to be alerted next time they go offline, maybe I can understand what the trigger was.

One annoying thing is, the node number keeps incrementing when re-enrolling the devices, even if I delete the offline nodes in the matter server.

Anecdotally, I just fixed one occurrence with a Shelly 2PM Gen4 by rebooting the shelly device in question.
