Use EntityStateAttribute enum in PEGELONLINE

The coordinates in the entity state attributes now use EntityStateAttribute.LATITUDE/EntityStateAttribute.LONGITUDE instead of the ambiguous ATTR_LATITUDE/ATTR_LONGITUDE constants.

Part of #174209.
