ci: merge release and publish workflows into single pipeline

GitHub Actions won't trigger publish.yml from release.yml because
workflows using GITHUB_TOKEN can't trigger other workflows. Merged
into a single workflow: tag push → build → pack → GitHub Release
with zip → Chrome Web Store upload.
